JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation’s warfighters function as designed, are fully interoperable, and support mission requirements. Job Description Directly supports the DI2E TEFT lab environment at JITC, Fort Huachuca, AZ.  Must be familiar with automated testing and data collection.  Testing tools can include, but not restricted to Java, Groovy, Microsoft Structured Query Language servers and databases, Apache Kafka, Microsoft Report Builder, Wireshark, NetBeans, and other language development, user interface (UI) design and implementation and web-service development tools across an enterprise of network services connected by a common set of protocols, standards, and policies.  Specific job duties include creating/modifying scripts for automated testing and data collection to perform performance and functional testing of enterprise systems and from various federated web services.  Performs software development and maintenance of applications and systems for the Defense Intelligence Information Enterprise (DI2E) Test and Evaluation Focus Team (TEFT) at the Joint Interoperability Test Command (JITC).  Plans and coordinates all activities related to the design, development, and implementation of the DI2E TEFT’s applications.  Conducts software coding, testing, debugging, and installation of DI2E TEFT applications and systems.  Documents requirements for databases, applications, and systems.  Documents current and new test lab operating procedures and support testing needs.  Consults with end users to test and debug applications.  May serve as an expert in all aspects of software design, development, and maintenance and may support multiple development projects nearly simultaneously.  Responsible for developing, distributing, supporting, enforcing, and integrating best practices and technology standards within the DI2E TEFT.  Researches, collects, and reports information on the ability and capacity of products and systems. Here’s What You’ll Need:Required Education: Requires a Bachelor’s degree; or an Associate’s degree with at least 6 years of experience; or a minimum of 60 semester hours of formal education working towards an Associate’s or Bachelor’s degree and at least 8 years of experience; or at least 12 years of experience.  Certification:  Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for 1 year of experience Required Skills:  Must be able to understand and develop basic programs/scripts in Java, Groovy, or other languages  Experience with SoapUI or other automation tools  Able to quickly learn and become proficient with new software applications and tools  Good oral and written communication skills  Good analytical and critical thinking skills  Have practical and working knowledge of all Microsoft Office applications  Clearance:  Secret security clearance.  Desired:  Security Plus Certification  Ability to read and analyze XML and JSON documents  Experience with Apache Kafka, Microsoft Report Builder, Wireshark, Portecle, NetBeans, Microsoft Structured Query Language servers and databases   Experience with PKI and SSL/TLS security procedures Essential Functions:  Physical Requirements Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.   Work Environment An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.   Equipment and Machines Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.   Attendance Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday – Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.   Other Essential Functions Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary.
